SUSTAINABLE CHANGE FOR POVERTY ALLEVIATION AND SOCIAL UPLIFTS & EDUCATION & HEALTH
Pakistan is one of the most populous countries of the world which is highly rich with a number of problems and low-level human development index. During last 64 years, Pakistan’s population has increased from 33 million to 159 million in 2005-06. Thus, making Pakistan, but now 2012, 170 million to 180 million about. the 7th most populous country in the world. Although the current population growth is at decreasing trend and the birth rate is slowed to 1.9 percent per annum but still an overall population has increased by 2.76 million people as compared to last year. The mentioned rate is still considerably higher as compared to the average of 0.9 percent for the developed countries and 1.7 percent for the developing countries. According to one estimate, Pakistan’s population will almost double in the next 32 years at the current growth rate of 1.9 percent. Although per capita income figure gives a good rise as has been recorded by the Government of Pakistan (Ref. Economic Survey of Pakistan) but the actuality of the figure is still being questioned due to no Impact of economic growth to Common people of the country. Reason stands still, as even after such a figure (per capita income), people are unable to meet their day to day needs / necessities whether the utilities, health, fuel, meal, clean water and employments etc.
Among others, the most horrifying problem is the Poverty. A huge population is bound below the Poverty line and this poverty has been impoverishing their social and economic capital along with psychological disturbed patterns. Since 1947, Pakistan is consistent over its innate problems of poor drinking water, in-equal distribution of wealth, health & education, infrastructure and varied others but the bearer remained the same Poor.

B.C.D Foundation has developed his own working models to solve the issues on sustainable level and these enriched operational models can address BPL (Below poverty Line) on sustainable level to terminate poverty, women resourcefulness in social and economic values, valuable education and development for women and girls. Coverage of health and education issues.
B.C.D Foundation has its values on professional level and it has aims and objectives to involve local communities to solve the social issues and engage international donor and partner organizations to be a team with us for these issues.
B.C.D foundation wants to test its models by its own and local communities e.g. students, businessmen, intellectuals and social workers and the results of its working should be in shape of success studies for international agencies to support us to apply in major level and replication in other areas of country even at global level.

Specific Aims and Objectives of the organization
a. Sustainable development in BPL for economic relief in poor and deprived families to uplift them enough that they can afford the basics of life
b. Reliable, tested and innovative application of systems and models and careful application in operations
c. Support of society at any level if it has enough justification to addressed. Development of leadership in community level is the basic of foundation. This leadership can create real awareness about women issues, health, ways to increase economic resources and the reasons of vicious cycle of poverty
Rationale:-
Development model can not succeed unless the beneficiaries / rural communities are not accessed / targeted directly on their door steps. And despite a huge population share of rural communities, lack of direct access to rural people has been the major impediments / hindrance of development initiatives since inception of Pakistan. Therefore, primary issue is to directly access such communities who are potential but not empowered enough.
Accessing and forming groups of poor Farmer from rural is the best way achieving development goals. In rural communities such groups of Farmer could be called as Farmer Unions. And for organizing such Farmer unions there is always a need to form a Community organization (CO). Such COs formation has to be formed for the purpose of Arbitration & Advisory for the Livestock/agric products and sub products Farmer Community. As a traditional practice of rural, such community organizations are served to keep social pressure, guidance and arbitration to the target beneficiaries in case of internal disputes. Livestock/agric products and sub products FU may comprise of 10-30 Farmer who are poor and need to have their own hierarchy of management to run the affairs. Importantly such COs can be kept away from the FU’s developmental affairs.
Poor communities especially with meager Livestock/agric products and sub products and poor management skills need to be supported by the Standardized Sheds formation so that to help them gearing better yield by imparting standard Union management practices as otherwise whatever the resource is available shall be underused or misused. However, for all that groups have to be harmonized under designed hierarchy of the management.
Even upon the formation and after adopting the right practices, poor Farmer need to be given a confidence that he is capable to avail further financial or lease services in terms of Livestock/agric products and sub products to Further strengthen their fleet. That shall ultimately increase produce and profits.
Keeping in view shortage of veterinary services as compared to need at large, the best way is to train the Farmer rather than waiting for the doctor. As this is already been exercised in certain developed countries. Therefore to reduce dependency and wastage in terms of health of Livestock/agric products and sub products, Farmer could be trained on Unions / fields in group to handle diseases on initial stages. Hopefully, majority of the health issues shall not occur and animals may enjoy good health and Farmer, the profitability.
Defining poverty involves lack of equity and or savings of individuals. There is another proven practice to involve Savings among poor to develop their own stake in the event of any incidence. Therefore, Farmer groups may also be adopted to develop their savings as must or compulsory and for that social mobilization agencies like that of IF may also play a significant role so that the poor Farmer may have their own stake to handle any unseen situation or problem. And that also serves as a pool for further buying of inputs, if the members agree. This is believed that involvement of Compulsory Savings shall keep the success rate higher and sustainable. There is no doubt that compulsory savings practice is a very common practice of the communities to which they name as the committee or common pool of Funds. However, one factor remains same and that is the confidence over the custodian and the same confidence could be developed by adopting democratic yet transparent Farmer Unions management committees.
Role of middlemen is certainly there, predominantly due to lack of empowerment of communities however, by the empowerment both at technical and social grounds, the role can be reduced and profitability may be increased. For that social mobilizing agency such as IF may help the management of Farmer Union (FU) to link with the direct buyers and the logistics / resources could be helped lease / loans on soft terms.
Realizing an over 50% share of women in population and towards the rural economy, there is a dire need to train and empower them so that they take better care of Livestock/agric products and sub products / Unions onward.
